4月8日，在郑州举行的“2019亚洲经济发展峰会”上，河南省中国公民签证申请受理便利化平台宣布正式上线。这意味着，今后办理签证，或不需要再跑京、沪、广的该国使领馆，郑州人在“家门口”即可申办。

OnApril9,thePlatformtookthefirstfingerprintcollectiononmobiledevices.HenanUnionVisaApplicationServiceCenterinvitedFrenchvisaofficestotakeon-sitefingerprintcollectionfornearlyahundredcitizensforFrenchvisaapplication.

4月9日，河南省中国公民签证申请受理便利化平台首次法国签证移动指纹采集进行，河南联合签证中心邀请法国签证官现场为近百名市民办理移动指纹采集。

ThisPlatformisjointlyinitiatedbyChina-AsiaEconomicDevelopmentAssociation,thePeople’sGovernmentofZhengzhou,andtheManagementCommitteeofZhengzhouAirportEconomyZone,andoperatedbyHenanUnionVisaApplicationServiceCo.,Ltd.

河南省中国公民签证申请受理便利化平台由中国亚洲经济发展协会、郑州市人民政府、郑州航空港经济综合实验区管委会支持发起，河南联合签证中心有限公司运营。

ThePlatformadoptsanautomaticformfillingsystem,andprovidesfull-work-flowservicesfrompolicyadvisory,documentpreparationinstruction,formsfilling,multilingualtranslation,consularauthentication,visadeliveryandcomplaintfortherefusalofvisasforpersonaltripofalltypes.

除了自动填表系统等创新措施外，该平台还实现了因私签证各个种类、签证申请各个环节全覆盖，提供从签证政策咨询、材料准备指导、表格填写、多语种翻译、领事认证、代为送签到拒签申诉等全流程服务。

AstheEUVisaCenterinZhengzhouisstillinpreparation,theplatformopensagreenchannelinVisaServiceCenterinBeijingforHenanresidentswhourgentlyneedavisaduringthetransitionperiod.TheyinvitevisaofficersfordestinationcountriessuchasFranceandtheUnitedKingdomtoprovidedoor-to-doorfingerprintcollectionservicemonthly.Sothatpeoplecanfinishtheirvisaapplicationathome.Thedoor-to-doorvisaservicestonon-EUtourismcountriessuchasCanadaandAustraliawillalsobeopened.

由于欧盟郑州签证中心还在筹备中，在过渡期，此平台为急需办理签证的河南居民，在北京签证中心开设了绿色通道，邀请法国、英国等出境目的地大国的签证官，每月定时送服务上门，进行移动指纹采集，当面受理，家门口办结。加拿大、澳大利亚等非欧盟旅游大国上门签证服务也将陆续开通。

Atthe“AsianEconomicDevelopmentSummit2019”,PhilippeRIGHINI,FirstCounselorandConsulGeneraloftheFrenchEmbassytoChina,statedinhisspeechthathehopestheFrenchVisaCenterwouldbesetupinZhengzhouassoonaspossible;CambodianAmbassadortoChinaMrs.KhekM.CaimealySysodasaidthatCambodiaisalreadyconsideringthecooperationwith“HenanVisaApplicationPlatform”soastofacilitatetheapplicationoftheCambodianvisabythepublicinCentralChina.

在“2019亚洲经济发展峰会”上，法国驻华大使馆一等参赞兼总领事李纪飞在致辞中提出，希望尽早开设郑州法国签证中心；柬埔寨驻华大使凯·西索达表示，柬埔寨已在考虑搭上“河南签证申请平台”，以使华中省份公众申请柬埔寨签证便利化。

AccordingtotheofficerofHenanUnionVisaApplicationServiceCenter,bothFrenchvisaandBritishvisacanbeappliedforinAprilbutarerespectivelyavailableonApril9andApril16viatheplatform.

据河南联合签证中心负责人介绍，4月份，在该平台可办理签证的有法国和英国，前往法国的签证是4月9日办理，前往英国的签证是4月16日办理。

Inaddition,forAsiantouristcountriesthatdonotadoptthepoliciesoftheVisaCenter,theyhavegrantedtheexclusiveagencyqualificationorthepriorityagencyqualificationtotheVisaApplicationPlatforminHenanaccordingtotheirEmbassypolicies.Furthermore,thePlatforminviteslargetravelagencieswithvisaagencyqualificationtosharetheofficeplatform,soastoprovideapplicantswithmoreconsideratechoices.

此外，对于不实行签证中心政策的亚洲旅游国家，根据使馆政策，有的授予河南签证申请平台独家代办资格，有的授予该平台优先代办资格。并且河南签证申请平台邀请具有签证代办资格的大型旅行社共享办公平台，为申请者提供更齐全的选择。
